Sea Doo Wont Turn Over

My 1993/1994 sea doo XP has been parked for 3 or 4 years, it ran fine before I parked it. Now my question is, I replaced battery, lubed all the grease nipples and every time I hit the start button to turn the engine over it just makes a click sound, the flywheel turns maybe a fraction and thats it. If i keep hitting the start button it clicks and then turns a wee bit more again.

Now what could this be? could this be a starter solenoid problem? if the solenoid is gone is it still possible for the fly wheel or drive axel to turn a fraction every time you hit the start button but just not turn over and try to start? could I bypass the solenoid to test or what would you suggest.

Really want to avoid spending money on different things to guess if I dont have to. Appreciate your time to reply.

Take The Plugs Out

I may be hydro-locked, the oil from the tank may have leaked down into the
crankcase.. When you try to turn it over make sure you are outside, stand back and hit the starter.. If this is the case, oil and crap will shoot out like you hit a gusher.. If it is locked turn it over until the oil is all out, then let sit for few hours.. Do it again without the plugs, put them back in and try to start. The carbs may be all messed up to, but thats another issue after you get it to turn over..
 
thats how i bought mine...i layed a t-shirt over the plug holes to catch the crap put plugs in fired up in ten min
