Reverse cable

The outer part of the cable is ripped apart. (the black cover) and the cable itself is exposed. the problem is it will not let me put the boat in reverse. Is there a way to splice this or will I have to purchase a new cable? It seems pretty easy to replace but if I can save 140 buck that would be cool. I have a 1996 challenger. I can post a pic if anyone want to see what I mean.

think it was "Gunnsrunner" that had same problem, so he cut section of cable (black coating) out, the ncovered it with garden hose...til this day, still has same cable...
