Please Help. 1989 Seadoo SP

I just bought a 1989 Seadoo SP. I rebuilt the carb and fixed some issues with the fuel pump. I adjusted the oil injection per the manual. I know nothing about jet skis but I have worked on 2 and 4 strokes for many years. The jet ski cranks and runs fine. Here is the problem: the idle was way too high. While lowering the idle the water pump started to vibrate. It only vibrates at low rpm. I have not put the ski in the water yet. I was told by the guy that I bought it from that this was normal. He said that most older jet skis vibrate when not in the water. Is this true? Also, how long can I run the motor while hooked to a garden hose? Is it possible that the pump bearings are bad?
 
A few things....

the idle out of water will be high. Near 3000 rpm's. Once in the water, it will drop to 1500. You really can't adjust it out of the water. I think the spec for the old SeaDoos is around 1200 rpm in the water, but really, you just want it as low as you can get it, and be stable, and reliable. (probably closer around 1500)

On the older Doo's... you can run it for a little while on the hose since it has a seal and bearing pack on the drive shaft. Just make sure it is greased well. The newer carbon seals can only be run for 15 to 30 seconds at a time since it is critical to have water on them to keep them cool. (new seals are after 96)

The low speed rattle can be normal. It's slack in the splines of the drive shaft, and the end play of the pump. I'm not going to say that the pump is in perfect condition, or that the bearings are good... but the noise is normal. I would check the oil in the pump, just to make sure everything is OK.
