Oil Filter Cap O-ring Suppose to be Visible?

Should it be visable like this or should i try putting a bit more force on, Already Oil o Rings and tighten right up but just doesnt seem to go anywhere,
Is this the correct way it should be?

I do not have mine here to look at but that looks like it is seated crooked.
What does the opposite side look like ? If it is seated all the way you are cockeyed.
Fuzzy recall is that both o-rings sit inside can.
That can looks rather rough, it might be that it is out of round
and will only go together in a particular circular orientation.

Mine looks the same and doesn't leak. This oring serves no purpose, but it does help increase their revenue stream slightly Complete non-value item - doesn't perform a function and time wasted installing.
