Needle and Seat Leak?

I took apart my carb on my 98 sportster and dont have a pressure gauge to check pop off, however starting is never really an issue. I put a little oil into the small area where the needle and seat are, and it slowly drained out, even though the needle was closed. Can I pretty much assume this means my needle/seat is no good and order a replacement?

Thought so. Ordered a Mikuni set on ebay. Hoping this will do the trick
