Jet pump water in oil. Second season doing it.

I rebuilt my pump with new bearings,seals,shaft and impeller about 3 years ago. The first season when I winterized the oil it was fine. Last year milky white. Again this year milky white. I have a pressure tester and the pump both last year and this year holds pressure for 10 minutes. Could it be getting past the seals when it is under power? Just don't understand if it is holding pressure why I am getting water in the oil.
 
I assume the impeller shaft looked good? Was there a visible line where the seal rode on the shaft? Try pressurizing it and rotating the shaft. Perhaps adapting it from the impeller tool to a drill to really up the RPM?

Everything looked good when I rebuilt it. I only did a rebuild as I had it out anyway when my engine was being rebuilt. I may hook it up to water on the spring and pressure test it under power. I think I am only keeping it another year or two and due to my other toys it only is getting used about 6 hours a season now. Don t think I want to take it apart and rebuild it again. I have done so much work to this ski I am kind of done with wanting to work on it anymore! Figure I will sell it in either the next two years or if something breaks on it which ever comes first!
