Impeller shaft question

I am rebuilding the pump on my 787 gsx, when I try to torque the impeller, it rubs on the pump housing and will lock up way before I can get it close to torque specs. The bearing isn't getting jammed, it just seems like the impeller shaft is too short causing the base of the impeller to come in contact with the housing. I've seen people say there are different sized ones but is there a part number difference? Mine has the number 983 on it, not sure what that means. Any idea what I need to do? I was about to shave the base of the impeller to give it more room but that might be a bad idea.

Do not shave the prop,,,either the shaft is the wrong one, or you have jammed the thrust washer.
