It looks like there might have been a fire. The only time I have actually seen a deck separate from the hull was from a gas fume explosion inside and blow the two apart.

I really think we are just seeing the rubber rubrail sagging down.

That's not separated, that's a sagging rub rail. Replace the rub rail or fit that one back on with a heat gun.
