how tight should the carbon ring be against the seal carrier?

If you've "Adjusted" the boot... yes... it can be too tight. That can lead to overheating, and cracking of the seal. OR... it will just prematurely wear out.

If you assembled it the way it should... and you notice a small amount of cavitation, I recommend one big zip tie around the boot to help keep it from being sucked back. Also, that doesn't put much extra pressure on the seal.

Yes, I adjusted the bellows and used a zip tie to keep allot of pressure against the seal. I thought it was so tight, it would really be heating up. Thanks for the info, I'll move the bellows back against the hull.
 
You need a little water to get past it. The water acts as a "Bearing surface" and basically keeps any contact from happening. (and keeps it cool)

I personally don't like to move the boot forward, other than a test... or with a seal that's on it's way out.

Thanks, Dr. Got it buttoned up and started and can't remember if the ring is supposed to wobble a bit? Just want to make sure all looks ok before I put it on water today. Thanks for the help. My fears of messing something up like I did the impeller make me more cautious.
