Highs revs on hose won't go above 3200 rpm in water.

I have a 2004 gti le rfi that runs good on the hose but wont go above 3200 rpm in the water. Starts good and sounds like it is runing good but won't rev up. Good compression (150 psi on both cylinders) and has a new rectifier and freshly rebuilt rave valves. Anybody know what it could be?

Changed the fuel filters and checked fuel pressure it is around 60 psi. The problem still persists however. Any more ideas?
