The engine is loading up when I go to start. I have to hold the throttle wide open to get the engine to start. I just rebuilt the carbs. Unit is a 1996 Gti with a 717

This is after you have been running for a while?
That is a classic issue with an aftermarket rebuild kit. The diaphragms aren't right, and they hold the needle open a little.... SO... when you shut off the engine... all the fuel in the carbs, and pump go into the engine, and it floods.
