RESTO Fuel pump not turning on

2001 GTI cranks but won't start, no fuel pump sound with key beeps
Less than 5 volts at the pink/pinkblack connector before the fuel pump. Using new battery with full charge

2001 GTI doesn't have an electric fuel pump.
None of the carbed skis do.
Only the RFI and DI skis do.
