Forward-reverse mechanism

Guys,

While prepping my boat for its maiden voyage I was testing the throttle/shifter control at the helm. On my utopia they use a traditional runabout style single handle set up. I noticed that going from full reverse to forward it takes tremendous effort to get it to lift the buckets. Is this normal since there is no water pressure on the two buckets????

It takes a little force to operate them, but it should be ok in the water. The point is so it won't just disengage while under way and go into neutral or reverse...
