Engine turns about 1/4 rotation, then clank. Video

I've never owned PWC or any 2 stroke toy. I thought I'd try and help my brother out by letting him bring it to my house to work on.

He was riding, all was fine then he said it just died. He told me he thinks it's seized. It turns about 1/4 turn then feels like it hits something. it's not frozen up. Nothing visible in the impeller. We took out the plugs, put camera in the spark plug holes, nothing obvious. Again, I have 0 experience with 2 stroke and pwc. He had the flame arrestor/air filter off(why?). Maybe he sucked something into the carb then in the intake?? Copy and paste link for video.

1997, GTS engine 717. I was thinking the first thing I should do is separate the pump to make sure it's the engine, not the pump. But, it seems like it an engine issue.

Was the air box and flame arrestor removed after the ski broke down? If so, were both bolts for the flame arrestor base in place? If a bolt was missing, pull the carb and RV cover. If it ingested a bolt off the flame arrestor base, it will stop the ski dead in the water.

Had the same thing happen to a friend's 1996 GTI with a 717. Carb bolt fell into throat of carb and bent rotary valve. Same amount of movement in his also.
 
I think we can all agree that there something in that engine isn’t supposed to be but the question is where. I would start by pulling the head which is the easiest thing to do and inspect the pistons and jugs to see if perhaps he has a broken ring that has hooked the exhaust. If it isn’t there keep going deeper down the rabbit hole till you find whatever it is. Though he may have sucked something down the carb, if he was indeed riding it’s more likely he hooked the exhaust.
