Dual carb fuel flow

I have a 1995 sp that has been converted to dual carbs. I pulled both carbs to clean. My question: does the fuel flow make a complete circuit from the fuel tank through both carbs and back to the fuel tank? The first carb feeds into the second no problem. The outlet on the second however doesnt appeared to be bored out and has no passage hole. The circuit in the manual and everywhere I look shows a complete circuit, but mine stops at the output on the second carb??? no return to reservoir??? Should I poke a hole through?

usually a loop system back to tank. does ski run the way its set up?

No, it doesnt run. I can get it to idle but dies as soon as I give it gas.

If you look closely, you will see a very small hole (0.8mm) on the PTO carb. Try blowing through it.
