carb querie prob silly question

took my carb off yesterday off me old seadoo gt that wouldnt start but did before me mate used it and found the inlet manifold full of fuel it is twin carb type is this manifold meant to be dry or not (just with the oil injection i thought id ask incase i dont need to rebuild carbs and he just flooded it really badly)

Yes. Visually, the manifold on ANY engine should be dry. The only "Wet" you should see is some oil from the injection nipple.
 
thanks yes mine full and leaking out carb throttle point so rekon i do need a carb rebuild then luvly looking forward to this rekon it is leaking thru needle valve by what i have read elsewhere
