Bow eye hook access? Need to tighten

My bow eye hook is loose and moves around. I want to tighten it but cant get to the bolts. My idea is to drill a 4" hole under the bow seat and access it from there. Is there some other way?

look through the navigation light aperture to see where to drill, you might get by with a hole just big enough to get a socket extension through. you can always enlarge the hole if needed.

otherwise your plan is sound and you could install a speaker in the hole or some other useful idea
