Black vent hose purpose and importance

I'm almost positive this has to have been answered before but I struck out with searching.

I'm wondering what exactly the point of these are:

The parts manual describes them as VENT HOSE:

Here's where it looks like they go in the rear:

And in the front...

Anyway, I have 5 of these to go around the 8 spots on my 2 skis. Do I need another 3? If not, where should I attach the ones that I have - front or rear more important? What exactly are they for?

Fuel fumes are heavy. Those are the vents... so to get the explosive fumes out... the hoses need to go low in the bilge.

Air intake, and noise suppression.

I always thought they were air intake. PWCs do not have powered ventilation.
