I'm thinking stuck closed, not open. Closed it would complete the circuit. Open it would not.
Could be a weak spring in the solenoid itself as well.
Best way to test this issue is, put a meter on the start wire that runs to the solenoid. If you get 12 volts without pressing start it is before the solenoid. If no volts and it still cranks the starter than it is a solenoid.

Do not buy any parts just yet,, we need to isolate this out a bit.
It will be pretty simple to figure out which direction to look..
Once it is started, turn it off via the start/stop switch. If I ready you correctly, the starter will still be cranking.
Unplug the small wire (start wire) at the solenoid. If it keeps spinning it is a sticking solenoid which is very common in the automotive world. If it stops then it is in the start circuit. Probably not the switch as you can turn it on and off via the switch. So I am guessingFor now, a sticking relay.
For now, do the little test I just explained and we can go from there..

DVOM-Digital Volt Ohm Meter is best as you will get to see the actual volts.
But a test light will work as well.
..finally started to work on sea Doo yesterday and the starter didnt start after starting the engine but I thought I would hose out the inside and after doing that I started it and the starter engaged
My question is could there be water getting into my electrical box causing a short that is engaging my starter?

It "COULD" be many things,,,, but until you do some testing you will be wasting your time and money. You really need to do as I suggested above and this will tell us where the voltage is coming from. Once we have that info, we can then isolate out the issue. More than happy to help you, but you have to help us in order to help you....
Then the solenoid is sticking.
Replace it and you should be good to go.
