98 Sportster Throttle question

I have a 98 sportster that runs around 33. I was told it should run around 43. I've noticed that the first inch of the throttle lever has no engine response. After that, the engine starts to respond. With the engines off, I pushed the throttle all the way forward and looked under the carbs and I was able to push the throttle arm about an inch worth. This is the same amount I am lacking on the low end. Could it be that my cable has stretched over the years and needs to be tightened?
 
adjust the cable... but your throttle lever should stop just before the carbs stop. if it doesn't, you will wind up breaking the cable.
 
Im about to embark on this journey...

I removed the first 4 screws from the control "plate" (the first/white one), and it was so old so I cant screw back one of the screws (its just the covering plate), do you think I can use a 96 or 97 plate to cover that?

Also I noticed on my boat that while in the water inching the throttle up I have to be nice to it, like put it up little by little and then it just kicks in... is this normal?

Also I im going to try to open the lever control cover today and I should take pictures....
 
When you open the handles from the deck be ready to clean off any swarf collected and lube the sliding surfaces with white grease, then adjust so that when the lever is pushed forward to the stop you can feel the slack all out of the cable, what Tony refered to is if you set the handle wrong is when you push it all the way forward the cable would just break off the carbs, while doing this be sure the oil pump cable stay in the guide grooves and it would be only a few minutes more time to insure this one is set properly.

Yeah, I went to remove the throttle and forward reverse controls and the back two screws rounded out... I guess I am going to have to extract them. Any idea where I can get two more of these screws?

oh my God crazy! mine did too just now! only 1 so I killed it by drilling it, now im going to have to round it out like you said...

well... bad news my throttle line loooks good... so its not why its not starting...... oh oh??
