98 GTS Fuel Vent/Check Valves (2) Operation

Looked for info but what I found wasn't clear in its explanation, so question is : on the GTS the fuel vent line has one line that has a "T" on it, with one line going to side hull under the rub rail (very hard to blow air out or suck air in) and the other line off the "T" going up to a valve exiting just in front of the steering column (this one is free flowing both ways when you blow or suck). Is this the correct operation for these 2 check valves?
 
One of them is only supposed to let air in, the other air out. Older models used the same valve, just mounted the opposite way. It looks like you have one check valve and one pressure release valve according to the parts diagram. In any case it sounds like both the valves are defective. Are you experiencing performance issues?
 
Yes, the GTS wasn't getting fuel to the carb after reinstall after rebuild so bypassed the fuel selector, and blew into the return line and then the gas was flowing finally out the feed line to the carb. It starts now and will be taking it out on the lake later in the week to see how it runs. Seems kinda strange how the valves were flowing for the blow tests.
