98 GTI fuel starvation

So, ive read loads of threads but none seem to get to a resolution.
The thread by John Locke '1998 GTI starving for fuel' is a very similar circumstance.

Ski runs great, no obvious issues but then starts to struggle. Holding throttle keeps the motor running briefly but eventually dies.

Seems to be fuel starvation. Has anyone found a solution that is not Carb or electrical?

No evidence of over heat, no exhaust leak, running at idle everything is running sweet.
 
So quick update:
- Fuel Filter is full of clean fuel and has no debris/blockage.
- Fuel lines look good and no sign of leaks.

Next step is to get into the carb on the assumption that something is restricting flow at higher pressure, does this sounds plausible to anyone?
Once the fuel system is re-primed everything is normal so I can only assume its something in the fuel delivery that's restricted during high flow periods.
