96 xp starting problems

i just got the ski, guy put a new starter on it but from ebay so a cheap 60 dollar one, I tried a new soliniod and relay and both are good so it has to be the starter i think, it will click but never actually engage, and i think the click is just coming from the soliniod
so i am kinda worring if i should order a new starter, or if it could be something else to check before

Take the plugs out and turn the PTO by hand and make sure the engine isnt locked up...may want to run an extra ground to see if that maybe the problem, but I think its the chinese starter.

okay guys i tried to turn it and it is indead locked up, so i pulled the heads and the cylinders looked bunt up, so i started to pull the motor out so i can get a new one i am at the point trying to get the driveshaft off now,
