96 XP rave valve question

Can anyone tell me when to know that your rave valves needs adjusting and how to do it?

The standard, factory default position is the red button even with the top of the black cap. It's all a matter of personal preference, personally I like mine turned in about one and a half turns, which makes the rave valves activate at about 5000rpm.
