96 gti wont go above 30mph

I recentley rebuilt the carbs, changed the fuel lines, cleaned the selector switch and the in line fuel filter. My wave runner runs better until i get to 33 mph once it gets there it just cuts out then once it drops to 20mph it takes off again, any suggestions will help thanks

when they go bad, it'll have that effect. Disconnect the red wire from it..
