96 GTI idling then revving??

Hey guys my 96' ran great all last year. I cranked it for the first time Sat. (on the trailer). It seemed to idle great. But when I hit the throttle it would take off and not come back to idle. I went through the carbs and cleaned the filters. Later I found an oil leak in my oil filter. I will replace it this week. Could the motor sucking air through the oil filter cause this? Any ideas?

not pull air, but can be running lean. i'd pull the carb/s off again and re-seal it.
