95 XP Idle speed increases to 6K rpms - what's causing it to spike up?

well been working deligently to get these skis ready to take out.

Got my XP's idle speed finally to around 3000rpms under no load and on trailer.. but..

When it starts (always starts) first will Idle around 3000 for a bit. test the throttle response and seems to be now much smoother revving up to about 7k, sometimes will idle back down to 3000, but then will increase idle on its own up to about 6000rpms.

What do you think could be the reason why the ski is doing this??
 
Have you done any carb work recently?
Your engine is running lean. Need to richen the fuel/air mixture.
What are your HSA and LSA set at?
 
I have. I recently did a carb rebuild on both carbs with Mikuni kits... changed everything but the needles and seats (dont come in kits). High speed set to 0. Low speed adjustment set at 1 1/4 turns out on both. Besides the High Idle spike, the MAG side cylinder is wet fouling the plug and doesnt appear to be getting burned much. Plug end before tip is still white like out of the package. The PTO cylinder spark plug seems to be burning decent, getting a sold dark brown color just on the short runs in my garage. I am getting good spark from both my wires. Just put new NGK wires in and spark is consistent and hot on both.

Am I lean on the MAG side??? or what do you suggest and what to adjust or check or replace?
 
You can't tell anything until you get it in the water, and put a load on the engine. Go give it a ride... clear out the engine... warm it up... and see if you have a problem after that.
