95 SPX VTS Problem

Hi, new to this forum. Have found some helpful info but not t directly relating to my problem. I have a 95 SPX, it has the older more simple VTS. It just has an electric motor mounted up front that operates the cable running back to the nozzle. The VTS is stuck in the up position. I can hear a clicking sound from the drive motor when the control buttons are pushed. Also, wonder what that little clear plastic thing is that comes off the side of the motor. It looks like a vacuum connection or something. There is a tube that connects it to the electric motor but nothing on the other end, although it looks like there should be. I don't see any loose tubes in the compartment.There is also one on top of the oil tank that looks similar and is also missing a tube. I can't see how these systems could be related, but the ski has been smoking alot lately. Here are two pics, the first of that plastic thing on the VTS motor the other of the on top of the oil tank outlet. Any help would be appreciated.
