Bogs to an idle in water, but revs fine out of water. New plugs in they're a little wet with gas could it be the retifier not charging under a load?
 
Are the carb low/high speed screws set to spec? Are the spark plugs gapped to spec? Just a few ideas.

High speed screws was about 1/2 around out, and low speed was 2 1/2 out. I set high all the way in and low speed 1 1/4 out, and pulse hose was to pieces that was sucking air. Could this be my bog problem?
 
With the low speed that far out, you were probably running way to rich. Which is why you were seeing the gas on the plugs
 
I would set your high 1/4 turn rather than all the way in otherwise you might run lean at wot. As far as your pulse hose, are you saying it was not in good shape? I'm not sure what you were saying. I think your bog problem had to do with you running too rich and the spark was not able to ignite the fuel.
 
It fixed my problem. Clean the carbs, buy a new fuel selectior.

I replaced all grey lines, fuel selector was stopped up so I replaced it, cleaned carbs, and set low and high to seadoo specs. That fixed the problem with bogging. The spring on the oil pump return came unhooked. I fixed that and turned it counterclockwise till timing marks on pump lined up. So the cable going from carbs to oil injection has tension on it
