94 GTX No power on water

Hello all..
Well another 657 issue. Ski runs great on trailer. low power on water. MAG side plug reading normal. PTO side not good. PTO carb appears to be starving for fuel. I suspect plugged internal fuel filter or other PTO carb issues. Compression 150/150. Any advice greatly appreciated.

Thank you tobytd..Carbs were rebuilt 2 years ago by a well known shop here in Nor Cal, I will take your advice and proceed with repair. Is there a possibility that rotary valve cover/valve could be issue or does plug appearance eliminate that possibility.
