3d starting problems

brand new to the forum. tried to start 2005 3d for the first time this year, all I get is a high pitched "wine" from the front of engine. battery is fully charged and had it checked. was hoping someone could give me some advice. also would like to know if the fuel pump "cycles" with just the key attached. it's doing this now, never noticed last year (maybe this is normal)? thanks
