2015 Spark just arrived.. Missing assembly bolts? Help please :(

So I was very excited to receive my Sea-Doo Spark 3up last night. It was freshly delivered from the dealership at that time.

This morning while inspecting the Spark, I noticed on the bottom of the boat that there are several bolts missing. Were they just lazy at the dealership in putting this thing together? Or is this normal?

There is an open hole for a screw/bolt in every 2 or 3 slots without a bolt!... when I look at it from the bottom. Should every open slot have a bolt?

I don't know if this is normal but I'd go back to dealer, or closest dealer and look at their
Showroom Sparks for comparison.

On my machine these holes are simply for the snap in fenders
