2013 gtx limited IBR issues

hi I have a 2013 gtx limited that I bought broken and did some engine work on. it runs good but I keep getting an IBR error c2102. The manual override doesn't work and when I turn the ski on the position indicator for the IBR on the display will cycle through F , N , R before displaying a dashed line. I can turn the ibr motor easily by hand and there is nothing blocking the bucket. any chance there is an easy fix and I won't have to get a new ibr unit?

(tried a new battery and no difference)

update
-jumped power to the ibr motor and it works
-fuses are all good
-ibr unit does have power to it
- cleaned up all connections into the ibr unit

-still won't display if its in forward neutral or reverse
c2102 and p1661 codes
anyone got any ideas?

Completely overhaul your gate and bucket per the manual, you want to do that anyway even if you do need a new actuator. The IBR system is very touchy with lots of safeguards per the engineers. Everything has to be right for it to work.
