2003 Sportster LE bilge, blower, & ACC not working but boat runs fine

Shop manual states there are two 20a fuses. I've only found one in the electrical box. The box has another spot for one.
I've searched through the threads but found no magic bullet yet in fixing the issue. Doesn't appear to be a short since none of the fuses are blowing.
Any help would be greatly appreciated.

On my 2001 Sportster LE, the fuse for the blower, etc. is in a small fuse box on the outside of the MEPM. The MEPM is located high on the forward bulkhead of the engine compartment right next to the ski pylon. There are two 7.5a, two 5a, one 3a, and a 15a fuse in there. One of the 7.5a fuses controls the blower.

Mines the same as far as the MEPM goes. I should have been a bit more specific. Manual claims there's two 20A fuses on the sportster and others carry 3. I've only been able to find one and it just makes sense that something like a fuse would be responsible for all three not functioning. I could be chasing my tail.
