2003 gtx limited. No start. Replace solenoid, switch and battery

My seadoo has a no start. I replaced the starter solenoid and I can jump it with a screwdriver. The battery has 12 volts and is new. I replaced the on off start button. I have 12 volts on one fuse coming off battery. However, the other fuse only has 7.5 volts. What would be causing the other fuse to only have 7.5 volts. I think that could be the cause the solenoid isn't turning over.

Does it crank well when you Jump the solenoid?

It seems to crank well. I also charged the battery. The problem started when I was out riding and I turned it off and then it wouldn't start. Nothing happened when I pressed the start button.
