2001 challenger 2 beeps nothing after that

Bought this boat from a guy that has been sitting for two years. Was winterized and way two much oil put the cylinders. Anyways..... the problem is attach the key you get 2 beeps and nothing. On both engines. Checked the neutral switch. Checks ok. Battery it at 13.4 volts. Jumped the solenoid starter engages. Not getting any codes from the system. The boat was fine when stored. Any help?
 
I had same problem on a 99 challenger, check voltage at start button, i had a bad wire had no voltage, put in jumper wire from start button to mpem and it started right up.
 
By checking Voltage at solenoid you are also checking Start switch operation
Should also check grounds to your ECU is good
 
So if I run the negative from solenoid connection to battery and press the start button you should get 12v
That will confirm no negative through ECU

Do you have any fault codes ‍♂️♂️
Neutral switch is working ‍♂️

Check grounds form engine block to ECU are good as well the Negative from battery to block
You can check battery positive to engine negative lugs on front of motor and compare against battery voltage
Looks like ECU / Mpem is bad
You have wiring diagrams
