2000 Sea Doo GTX idle races to 3k

Friend Just picked up a 2000 sea doo gtx carb model and when I start it the idle races to 3000 rpm. This is on the trailer not the water. I also have 2 XP DIs with the same engine and it idles around 1400 on the trailer.

What should I look for? Are the carb jets plugged? Any vacuum leak that causes this? I don’t want to rip the carbs off unless I have to. Starts up on a dime I just have to keep pulling the choke to flood it and stop it from racing to 3000.

Nothing. The carbed skis idle at 3000 on the trailer. It will drop to 1400 in the water.
 
Yes, it's perfectly normal. If it was racing over 6,000 and pulling the lanyard off or hitting the stop button doesn't stop it but only choke then there's a problem with carbs or air leaks. They'll race over rev limit if they're running out of fuel on the trailer too, I call that lean dieseling although there's no proof I can find it's actually in compression ignition. Japanese researchers wrote several articles on the subject of carbed 2-stroke runaway.
