2000 Challenger 2000 Electrical Problems

OK. I uncovered the boat after the winter to put a new radio in and I am having a lot of problems. No power to the radio. So I checked some of the switches bildge, fan, horn , lights. NOTHING! All I get is the horn switch light flash when I try the switches???? I didnt start the boat but i bumped it and the starter did turn. Also the primer pump sounds slow and the relay sounds wierd it is a high pitch sound. I looke at the fuse panel and I think it might be going but for 500 buck I really do not want to replace it.

Please Help!!!!

It has over 12 volts. But I am hoping it is bad but it turns over? So I amreally confused. Not sure how to really test the battery I had it on the charrger.
