1999 GTX LTD starter is always working when I connect battery???

Hi, I am rebuilding a ski I bought as spares or repair. I'm getting there, I have just bought a new battery and as soon as I connect it up it the starter motor spins until I disconnect the battery again!! The starter doesn't engage though so the engine does not turn over. Any help please?

or maybe some moisture in the electrical box, creating an open circuit? i dunno if so or if its possible, but i would check it out
