1998 Speedster wont turn over.

I'm hoping I could get some help with an issue I have, I will appreciate any advice and courses of action that anyone has to offer. I have a 1998 Speedster I have just taken out of the garage this year. We were hoping to take it out this weekend and when we went to start it up in the driveway neither engine would turn over. We left it on the battery charger overnight and tried again the next day with the battery charger still on, the only action we get is the clank of the starter engaging and nothing. Then we went further and removed the spark plugs, still the same result. I have removed both jet drives and cant turn either shaft. It seems odd to me that I have the same issue with both engines and figure I'm probably gonna have to do a top end rebuild on each motor at the least. Last time I ran the boat was September of last year and the boat has been sitting in a climate controlled garage in AZ. I'm just wondering if anyone has a idea or a trick that will allow me to put off a rebuild until this winter.
 
pour some ATF down plug holes, and let sit for a day/2, or spray PB-BLASTER, also, let sit for 1-2 days, then take pipe wrench and turn the pto wheel. The rings are stuck, it'll break free and you'll be on your way.
