1997 SeaDoo Bombardier XP to much fuel

We recently bought this Ski knowing it didn't run but motor had good compression. Found it had a bad coil replaced. But now still won't start when I pull the plugs out they are soaked on fuel. Supposedly the carbs were rebuilt but who knows if they're right and I'm no carb expert. What are some basic things I should check
 
As someone who just bought a 96 XP with literally the exact same issue, it's 100% the carbs. If they didn't replace the grey fuel lines, even if they rebuilt them, you're going to have the exact same thing happen and you're back to square one.
