1 bad bolt

First i would like to introduce myself as im a newbie here and say hello to everyone . i just bought my first jet boat 1997 challenger "not running" and looking for some help. when i plug in the lanyard i get 2 beeps and get only clicking when trying to start it, i have a brand new battery and starter . the engine will spin freely if i bypass the starter so i know its not seized i had the boat running once in the water and it died of no sign and thats all she wrote. all the fusses are good , any one have ideas or suggestions where check next ? thanks chris
