1995 SPX - Overheat Horn question

I have a 95 SPX that I am getting back on the water. I have a couple of threads on different topics, and today I ran into something else. I'm replacing the button covers and testing all the switches on the handlebars. The start-stop button is working( I can start and stop the ski) and I think the VTS switches are working (currently no VTS motor in the unit, but I tested the switches themselves. I do get a click when I press the buttons, so I'll assume they are working.) I also saw the overheat horn, and tested that. When I connect the horn to the battery it sounds so the horn is working. Now, when you plug that into the harness, you have a tan-black cable and a purple cable. Purple always means 12V hot to me, so I assumed that the way the overheat horn works is that there is a thermosensor on the block (the tan wire) that grounds itself as it heats up (outboards use the same system). That would tell me that the purple cable is 12V, and when the tan wire grounds it completes the circuit which causes the horn to blow. Problem is that the purple wire has no voltage on it. Is this how its supposed to be, or is there something possibly wrong in the harness/electrical box. This is not a vital component but if it can be working, I'd rather get it working. Do I have it right and I need to find where the hot connection is broken on the purple wire, or is it not supposed to have any voltage? Unfortunately I can't find on the manual any test or troubleshooting for the overheat horn. Any help would be greatly appreciated.
 
Have you tried to ground out the temp sensor

Yup, that was the second test. No buzzer. I also checked continuity on the temp sensor wire to the horn and it was good. That's why I am wondering if I should have power on the other harness wire.
