XPL 951 hesitant

Please help. I have a seadoo xp limited 951.

The motor in water revs smooth but feels down on power and not crisp up to 6000-6500 then hesitates and will rev hard and feel crisp to 7k

Have rebuilt carbs
Checked the raves and repaired a vac leak, can blow in them and they open fine
Unwound the raves to sit flush
Changed the solenoid
Fresh plugs they look good
Plugged in to the computer and reset the timing

Ski is pretty well stock, no accelerator pump on carbs (ran fine previously without it)

Any suggestions appreciated

The water regulator can mess with acceleration. Make sure it's not leaking water and that the spring is still in there and not broken.

Thanks Matt, I assume you are referring to the valve in the water box at the rear?

That all seems to be fine
