Wont Go! revs to 4000rpms and holds!!Help!!

I have a 96 sea doo xp. It ran fine 2 yrs ago, it would not start so the people I got it from let it sit up. I removed the carbs, cleaned all internal parts. The fuel lines were deteriorating so I replaced them. Then new plugs, clipped the ends of the wires. Brand new battery. Now it runs great... out of water. When you drop it in water it slowly pulls up to 4000rmps and stays there. No beeps at all, but the fuel light stays on and it is full of gas. I checked did the rectifier test and it is a constant 13.8 volts. wear ring looks good, not much room between impeller and ring. There is a bit of a rattle coming from the impeller area. Not sure why and I am running out of ideas. Help Please.
 
It can be more than just one thing, so you'll need to investigate each.
BR8ES plugs should be gapped .021. Buy two see-thru spark testers.
Compression 150 lbs. each cylinder.
Raves clean & operable.
Check the carburetors settings & filters & Pop-off pressure.
Remove & check the water regulator, if its letting too much water in at
high RPM, it has to use the motors horsepower to push it out.
Remove the jetpump, replace any wore out bearings, check driveshaft
bearing and engine alignment. Check the impeller stamped number, and
compare for the stock impeller number.
Gas can go bad in 3-4 weeks, without Stabil added, then goes thru a chemical
change. Check the fuel delivery system for good fuel routeing. Does your ski have
grey "Tempo" fuel lines? You can read up on that, alot of factors to get clean fuel
flowing correctly. Are your carbs in syncronization? Read up on "air leaks" in the
mechanical & the fuel systems.

Obtain & read your '96XP service manual.
 
Like Bill says, could be one of many things. Since it sat awhile, I would start by taking a look at the rave valves, since if they stick, you will not go over 5K rpm.
 
I have checked the compression in both cylinders, 150 in each. and no more grey lines, I replaced all of them. so.. i will start with the gas since it is the cheapest.

Raves: The full engine's power curve is not being reached.

Pull the raves and clean. reassemble with all new pressure/vacuum lines.
Before installing back into engine make sure they are free to move in and out.
also replace all the O-rings and make sure they are sealing.

Love those 96 XP's my friend has one. For a small ski it is bad fast. I have thought several times of getting one, but I would probably do something stupid and throw myself off and hurt something. :)
 
You might have one of the N&S levers bent too far...or if you changed out the spring under the lever you might have used the wrong one.

The raves need a check too...you could have a diaphram popped off the cap or as others have said they could be stuck.

Have you switched the fuel selector, or did you clean it out when you did the fuel lines?

On the fuel light...is it showing a fuel level AND and red light? If so the gauge is just faulty. I had one here that stayed lit even when the Key was unhooked. If it doesnt show fuel level pull the pickup, take the screen off and check the float to see if the magnet fell off. They have an updated part, but I typically just reglue the magnet. If the float is fine, put a ohm meter on the two leds and see if it is open. If it is, you need a new pickup/sensor.

My seadoo does not have rave valves but it does have rotary valves. Spark plugs are gapped correctly.

Oh...Do you not have a 1996 XP?
In your first post it stated that you have a 96XP and I was basing my previous post on that assumption, but now, I see below your avatar pic it says 95XP...sorry I should've paid more attention!

I would do what Bill says starting with compression. Then on to the water regulator and then the jet pump.
