Test the fuel pressure,,,then remove the fuel rail, disconnect the coil plugs,,,apply key,,,see if the sprays are a nice conical spray,,,and of course,,equal,,,i usually put a towel on the motor for this,,,but not always,,,if there is water in the rail..it will float on the surface,,,and what also do before the rail test,,,i remove the out fuel fitting at the pump,,,and run a hose from the fitting (5/16),,,into an external pure clean white pail,,,put the key on,,,fuel will be pumped into the pail and you will be able to see if you have water in the bottom of the tank,,,you repeat the move,,,remove the key,,apply the key,,,and fuel will be pumped into your pail each time for about 20 seconds,,,if you have water,,,it will appear early,
This enable you to rule out fuel pressure, water in the tank,,,and injectors from your equation,,,and will not cost you anything,,,of course,,,no smoking during the procedure.
