Washers under Spring on Water Flow Control Valve?

I have been going through the coolant system on this 97 challenger (787) and find 3 flat washers between the main spring and black plastic portion of the bellows on the water flow control valve - attached to the resonator -(effectively increasing the compression of the spring quite a bit).

I do not see these washers in the parts break down (Shop Manual).

Have any of you seen these before, or was someone (previous owners) maybe screwing around?

Just looked at the parts finder on the website here. The three washers do show in the parts breakdown of the order form. Not in the shop manual for some reason.

Guess I am all set here.
