VTS clicks but no movement on my 98 SPX

When I push the VTS up and down bottons nothing happens, but I do get a clicking noise coming from the back of my ski. It sounds like its coming from the trim housing. Is that the relays clicking? Is there a fuse I can replace? Do I need to replace the motor or the whole trim housing? Thanks for looking and the help.
 
Good advice. Can someone please tell me what is clicking though? And why its clicking??

It's probably the motor trying to turn, but the gear box is bound. It's common for the boot to rip, and water gets in. when that happens, the gears rust, and bind.

Take the VTS motor out of the hull... take it apart, and clean it.

FYI... There are times where a shorted VTS will kill your MPEM. DON'T KEEP PUSHING THE TRIM BUTTONS!

I pulled the motor out and I was able to turn the gear very easily. The jet nozzle moved up and down without much difficulity. I did notice some rust on the bottom of the motor though. Upon futher investigation, the rubber boot does has a crack in it. Is there any way for me to test the motor, to see if it turns? Are thier any type of relies or fuses back there that could be causing it to click?
 
If you removed the motor, you should see two wires running to it. Connect these two wires to a 12v battery (Do not use your ski battery unless it is disconnected from the ski!), doesn't matter which one you make positive or ground. Motor should turn. If you reverse the wires (switching positive and ground) the motor should turn in the reverse direction.

If you can, use a multimeter on the wires at the same time and see how many amps you are drawing. When it first turns it will max out just under 4 amps but once running should not draw more than 2 amps. If it is drawing more, your gears are binding and you will either have to replace the motor or if you are up to it, tear it apart and attempt to clean, although you are not guaranteed to be able to fix it.

Same if it doesn't turn. You can open it up and attempt to free it up, but most likely it is shot.
