Tuned Pipe Flange keeps breaking

MY brother in law purchased a 2002 GTXDI from a dealer in Regina last year and the weekend he purchased it we had discouvered that the top right ear of the Tuned pipe mounting flange that bolts to the Exhaust manifold had been reapired (Messy welding job on cast) and it had broke below the weld. He took it back to the delaer and they replaced the upper part of the elbow. After getting it back he took it out to the lake again and it broke Again!! Same Ear. He took it back and they would not do anything to help him as they told him it broke becasue of abuse???? He had purchase a used one that was in new condition and we put it toghether. Torqued the three bolts to 18 Ft lbs, the nut was hand tight, four new thick Sea doo washers, Loctite 243 and new rubber gasket and new clamps on the hose of the muffler and bottom of the tuned pipe. He took it out again and it broke the top right ear bolt. I drilled it out and extracted it with an easy out. Replaced all three bolts with new ones and retorqued. He took the sea out again and within half an hour it broke the lower right ear off the tuned pipe flange.
Does any one have an idea what may be his problem or if anyone else has encountered this also, we have put a straight edge and a dial indicator on the exhaust manifold but can not get a very accurate reading.
He is getting very fraustrated as he has almost had the Sea for a year but has not even put an hour on it.

Any insight or previous experiences would be appreciated. Thanks Darrell
 
WOW... that's a new one on me. BUT check this...

1) The pipe should be mounted to the engine. If it's mounting bolt is missing/broke, the vibration will crack the head pipe/manifold.

2) If you have a broken motor mount, it could twist enough to break the exhaust. Grab the engine, and try to rock it back and forth. If one of the mounts are ripped/broken... you will feel it.
 
The ear is breaking because your pipe mount bushings are bad. Replace both your bushings, one is easy to get to, the other is on the side of the cylinders and more difficult but not too bad.

When the bushings go bad, it allows the pipe to vibrate which breaks the ear off.
