Too much fuel

I am having trouble getting my 97 XP to start. The battery is fully charged up, there is free shaft rotation, starter turns the engine over, both spark plugs get a good blue spark, compression is 153 is each cylinder, carbs and fuel system was just rebuilt/replaced. Gas is full with 91 no ethanol,I set the needles to 1 turn out and 1.5 turns out (cannot remember which one is which) based on the carb manual. I do not know how to set the idle adjuster screw but have moved it around a lot into different positions and cannot get it to work.

I know that I have too much fuel going to the engine because of the smell and the spark plugs come out wet, covered in fuel. I have the plugs gapped to 0.02" (which seems small but thats what the manual says to use).

I also noticed the when I turn it over with the plugs out fuel spits out the plug holes. And when I took out the plugs yesterday there was fuel between the electrode and the ground.

I am almost to the point of bringing it to a dealer or someone who can tune the carbs. Any idea what I need to adjust?

Did you use genuine mikuni needle and seats when you rebuilt the carbs? Sounds like fuel is leaking past them. Also what was your pop off pressure after you rebuilt the carbs? Assuming carbs are fine and it is just really flooded I would shut the fuel off and then pull the plugs and crank it over for 10-15 seconds (make sure and ground the plug wires) and then let it sit for a bit. Repeat this a few times until you don't see gas shooting out. Reinstall plugs and hold the throttle wide open while cranking and see if it will start.
 
I bought new used carbs and just used the mikuni rebuild kit (did not replace the needles/seats). I did not check the pop off pressure, how do I do that?
 
If you have excess fuel, please do not do anything to cause a spark in the engine compartment; nobody out here wants to hear about another ski blowing up in someone's face.
